Apply distribution rules separately for each bucket (1-30 Days, 30-60 Days, etc.)
Note: When bucket-wise assignment is enabled, each bucket will maintain its own balanced distribution. Agents can have different assignment counts across different buckets, but within each bucket, the distribution will be balanced.
